The New York State Energy Research and Development Authority (NYSERDA) has launched the 10th annual Renewable Energy Standard solicitation, RESRFP26-1, to accelerate clean energy deployment across New York. The solicitation, issued on April 24, 2026, seeks Tier 1-eligible renewable energy certificates (RECs) from projects with a near-term path to commercial operation. The procurement process will follow a two-step structure comprising a step one eligibility application and a step two competitive bid proposal process. This solicitation process aims to procure renewable energy certificates from eligible mature land-based projects, such as wind, hydroelectric and solar energy projects.
Furthermore, under step two, NYSERDA will evaluate projects based on benchmark REC pricing, minimum threshold requirements, and additional price and non-price factors. Step one eligibility applications are due by May 19, 2026, while step two non-price and price submissions are due on June 25 and July 30, 2026, respectively. Developers must register through the solicitation portal to participate in the process. Initial project awards are expected by September 2026.
New York aims for an emissions-free economy by 2050, including in the energy, buildings, transportation, and waste sectors. Its current pipeline of large-scale renewable energy projects includes 61 solar, land-based wind, hydroelectric and offshore wind projects which are expected to add over 9 GW of clean power to the grid once operational.
